EU critical minerals projects seek urgent funding

European critical mineral projects have warned regulators about funding pressure. A joint call from 23 of the EU’s 60 strategic projects seeks faster action on finance, market access, and permitting.


Twenty-three of the European Union’s 60 designated strategic critical-minerals projects have called for urgent action on financing, market access, and permitting as developers work towards final investment decisions. The group says liquidity and market pressure could place some projects in immediate jeopardy before planned extraction, processing, or recycling capacity reaches construction.

The 60-project portfolio was created under the Critical Raw Materials Act. Forty-seven projects are located inside the EU, with another 13 selected outside the bloc, giving policymakers a group of developments intended to increase regional production while diversifying supplies of strategically important materials.

The European Commission says €1.7 billion in financing has been mobilised for strategic projects since December. Strategic designation can also support faster permitting and access to financing mechanisms, although individual projects still have to secure the equity, debt, customer commitments, and technical approvals required to reach construction.

That financing period can be particularly difficult for mining and materials projects. Exploration, feasibility studies, pilot processing, environmental assessments, engineering, permitting, and customer qualification require substantial expenditure before commercial material is available for sale.

A project approaching final investment decision may therefore have established a resource, selected a process route, and completed much of its technical work while continuing to consume cash. Falling commodity prices or delays to customer and public-sector commitments can weaken its financing position precisely when expenditure begins to accelerate towards construction.

The Critical Raw Materials Act has set 2030 benchmarks covering several stages of the supply chain. The EU aims to develop extraction capacity equal to at least 10% of annual consumption of strategic raw materials, processing capacity of at least 40%, and recycling capacity of at least 25%.

The legislation also seeks to prevent more than 65% of the EU’s annual consumption of a strategic raw material being supplied by a single third country at a relevant stage of processing. That requirement reflects the concentration that exists across materials used in batteries, electronics, renewable energy, aerospace, defence, and other advanced manufacturing sectors.

Building a mine alone does not satisfy those objectives if the resulting material still has to leave Europe for refining or conversion. Lithium chemicals, rare-earth separation, battery precursors, graphite processing, metal refining, and recycling require their own plants, process equipment, utilities, environmental approvals, and qualified customers.

That broad industrial chain makes the cost of increasing regional supply considerably larger than the value of individual extraction projects. Crushing, grinding, flotation, hydrometallurgy, filtration, furnaces, chemical conversion, waste treatment, and analytical laboratories all sit between a geological resource and material ready for a manufacturing customer.

Viridian Lithium illustrates the funding pressure that can occur before production begins. The French company had planned battery-grade lithium conversion capacity but collapsed in March, with a former executive saying that the absence of expected European funding contributed to the failure after private investors waited for public participation.

The case demonstrates how strategic designation and industrial demand can coexist with a difficult financing environment. Investors still have to assess construction risk, future commodity prices, operating costs, customer contracts, and the period required for a processing plant or mine to become cash-generative.

Offtake agreements can reduce part of that uncertainty by establishing future customers before production starts. Public loans, guarantees, direct equity, and contracts can also change a project’s financing structure where policymakers consider the resulting capacity strategically important.

A comparable approach is visible outside the EU in the UK. The Hemerdon tungsten restart in Devon has secured an investment package of up to £71 million from the National Wealth Fund, combining debt and equity with an option for government to negotiate an offtake agreement.

Europe’s strategic-project programme has created a pipeline of developments across extraction, processing, and recycling, but each remains exposed to its own technical and commercial timetable. Faster permitting can shorten one stage of development without resolving weak commodity pricing, a missing offtake agreement, or insufficient construction finance.

The distinction becomes more important as projects reach final investment decision. Early policy support can encourage exploration and feasibility work, but the largest capital commitments usually arrive when engineering is sufficiently mature for companies to order equipment, award construction contracts, build utilities, and recruit operating teams.

Critical-material policy will ultimately be measured through operating capacity rather than the number of projects carrying strategic status. The 2030 benchmarks require mines, processing plants, and recycling facilities to produce qualified material at commercial volumes, leaving finance during the pre-construction period as one of the immediate constraints between designation and physical European supply.
