Anglian Water‘s Major Projects Framework is structured to support up to £1.8bn of water and water recycling work including VAT, creating a long-term route for large civil, mechanical, electrical, process, and commissioning packages across AMP8 and potentially AMP9.
The procurement is designed to establish a framework with up to two bidding entities capable of delivering major projects from early contractor involvement through design, construction, and commissioning. Its estimated value is £1.5bn excluding VAT, with an initial five-year term and an option to extend for a further five years to 2036.
That timescale places the framework across two regulatory investment periods rather than tying it to a single group of schemes. Anglian Water launched the procurement as part of its £11bn AMP8 programme for 2025 to 2030, while retaining the option to use the same commercial structure for subsequent AMP9 projects if business need and supplier performance justify the extension.
The first identified work includes more than £400m of coastal water-quality improvements. Those schemes are intended to reduce storm spills and bacteriological pressures affecting bathing and shellfish waters, requiring more than straightforward civil construction. Pumping, storage, treatment processes, electrical infrastructure, instrumentation, controls, pipework, and commissioning all have to operate as part of the same system.
The framework’s scope reflects that breadth. Anglian Water requires successful participants to provide the capability and supply chain needed for design and construction across both water and water recycling, including early involvement before a scheme reaches detailed design. That gives contractors an opportunity to influence buildability, programme, equipment selection, construction sequencing, and cost before designs become expensive to change.
The commercial model also recognises that major water projects are difficult to purchase as isolated low-cost packages. The competition allocates 60% of its assessment weighting to quality and 40% to price, placing greater emphasis on delivery capability than a simple lowest-price approach would allow. Complex schemes can spend years moving through surveys, optioneering, planning, design, procurement, construction, testing, and handover, so weak early decisions tend to reappear later as programme risk.
Anglian Water’s capital workload has already expanded sharply under AMP8. The company has described the current programme as its largest to date, spanning water security, environmental improvement, leakage reduction, wastewater treatment, metering, and infrastructure required to support population and economic growth across the east of England.
Its strategic pipeline programme illustrates the scale of that work. By early 2026, all 127km of the southern section had been installed, while more than 1.3 million households — over 60% of customers — had been connected to smart meters. The company has also set out investment of around £1.7bn for 2026/27 as the wider AMP8 programme accelerates.
Major-project capacity has become a constraint across the water sector as utilities increase expenditure while drawing on many of the same contractors, engineering specialists, equipment manufacturers, and skilled trades. A large framework can improve visibility for those suppliers, but it does not create additional engineering capacity by itself. Partners still have to assemble project teams, secure specialist subcontractors, manage long-lead equipment, and coordinate work around live assets that cannot simply be switched off for construction convenience.
Manufacturers supplying pumps, drives, switchgear, valves, treatment systems, fabricated structures, instrumentation, control equipment, and monitoring technology stand downstream of those programme decisions. Their order visibility depends on projects progressing from framework allocation into defined designs and procurement packages, making the pace of engineering development as important as the headline value attached to the commercial vehicle.
The ten-year option also raises the value of standardisation. Repeated use of common equipment architectures, control philosophies, construction details, and procurement approaches can reduce engineering effort across a programme, provided standardisation does not lock schemes into unsuitable designs or ageing technology. Water companies have increasingly tried to balance repeatable delivery with enough flexibility to respond to site conditions and regulatory change.
Anglian Water’s framework is built with that flexibility in mind, including scope to respond to evolving environmental, regulatory, and programme requirements. The practical measure will be the volume of schemes that move through design and into construction, because a £1.8bn ceiling describes purchasing capacity rather than guaranteed expenditure.
With AMP8 already under way and future work extending towards AMP9, the framework gives Anglian Water a long commercial runway for major infrastructure. The harder part now sits outside the procurement paperwork: converting an enlarged investment plan into buildable designs, available equipment, site-ready programmes, and commissioned assets across a supply chain that is busy almost everywhere.
