Terna, the Italian national electricity grid operator, and NPC Ukrenergo, the Ukrainian transmission system operator, have signed a Memorandum of Understanding (MoU) to support the exchange of experience and advanced technologies in power system operations.
Under a three-year agreement, Terna and Ukrenergo will collaborate in areas of mutual interest, including energy security, technological innovation, and sustainability.
The two TSOs will share operational experiences in power system management, as well as technical and regulatory expertise by organising joint training programmes and promoting research and development initiatives.
Italy and Ukraine operate two of the five largest transmission systems in Europe in terms of total power line length and installed transformer capacity.

NPC Ukrenergo is interested in Terna’s experience with advanced technologies in power transmission, dispatch control and grid digitalisation, and has the possibility to offer practical insights into managing electricity crises and restarting power system under emergency conditions.
Both Terna and Ukrenergo are members of ENTSO-E, the association founded in 2009 that plays a central role in facilitating the interconnection and security of electricity transmission grids across Europe.
The MoU also outlines joint efforts within ENTSO-E to shape future pan-European rules and grid development plans.
For NPC Ukrenergo, strengthening ties with major EU system operators like Terna is an important part of ensuring Ukraine’s energy security and its integration into the European energy space.
Ukrenergo performs the functions of operational and technological control of the integrated power system of Ukraine, as well as electricity transmission by trunk power grids from generation to distribution networks. The company also ensures technical capability of electricity exports and imports with European countries.
Terna Group manages Italy’s national high-voltage transmission grid, with around 75,000 km of power lines over 900 electrical substations across the country.
