DSO Entity and ENTSO-E call for data interoperability experts

The DSO Entity and ENTSO-E are calling for members for stakeholder panels for their Joint Working Group on Data Interoperability.
The joint working group, whose formation was set out in the European Commission’s June 2023 Implementing Regulation on access to metering and consumption data, is intended as a forum for cooperation between the two organisations to support the Commission to ensure transparent procedures to access metering data within the EU.
The working group is being formed from experts nominated by the DSO Entity and ENTSO-E, who should work closely together and have regular meetings with stakeholders to create transparency and obtain the necessary feedback on the work being developed.
Key stakeholders are representatives of national regulatory authorities, competent authorities and regulated entities with institutional roles at national level regarding the right to access metering and consumption data, while others include consumer associations, electricity retailers, European standardisation organisations, service and technology providers and equipment and component manufacturers.

Three working group task forces also are being formed with representatives from the two organisations.
TF1 on Monitoring Implementing Regulations (MIR) is intended to develop guidance to assist member states in reporting national practices concerning access to metering data and to collect and monitor national practices on the implementation of the reference models for this access.
TF2 on Developing Implementing Regulations (DIR) is intended to contribute to developing future implementing acts on customer switching and demand response.
TF3 on Data Interoperability Modelling (DIM) is intended to keep a repository of roles, use cases and information objects and ensure consistency of the reference models in the Implementing Acts, map the reference model to standard models and propose amendments, extensions and profiles for these standard models, and interact and collaborate with standardisation organisations.
To facilitate transparency and to obtain timely feedback on their work, each task force is expected to engage regularly with a stakeholders’ panel.
The DSO Entity and ENTSO-E are now looking for knowledgeable experts on data interoperability representing relevant stakeholders with the skills and time for each of the three stakeholders’ panels (one per TF). The intention is for a balanced representation of the different member states.
