Congestion management marketplace starts in Finland

A new marketplace has started in Finland as a result of a common development project between Fingrid and Helen Electricity Network for the congestion management market.
The development project for the congestion management market, also known as FinFlex – TSO-DSO congestion management market, is the first of its kind in Finland, where the congestion management needs of both the transmission and distribution networks are resolved through a common marketplace.
The trading platform is operated by NODES, which facilitates the trading of flexibility between system operators and flexibility service providers.
Fingrid and Helen Electricity Network will use the pilot congestion management market to address real congestion management challenges in the electricity network.
Such challenges are likely to occur during the winter months, but it is also possible that there will be a need for congestion management throughout the year, for example, due to a planned outage or an unforeseen fault.
Flexibility needs will be informed on the market platform when they emerge.

The flexibility products traded on the market are also designed to enable the participation of flexible resources that do not meet the technical requirements of reserve markets.
Flexibility service providers with flexible resources under their control in any location in Finland can participate in the market. Flexibility service providers are encouraged to join the NODES platform in advance before the need for congestion management materialises.
Before participating in the market, the flexibility service provider will need to sign a contract with NODES, through which the service provider commits to the market rules and the terms approved by the Energy Authority.
NODES will organise sessions to provide guidance on using the marketplace and its interfaces.
The Energy Authority officially confirmed the terms and conditions for the congestion management market for flexibility service providers on 11 April 2025. Fingrid and Helen Electricity Network opened the market on 30 April 2025.
The project will run until December 2027, at the latest.
